Thru an integrated strategic ecosystem that includes legal, Shari’ah, and regulatory frameworks as well as governance mechanisms headed by the Central Bank of the UAE (CBUAE), the UAE is firmly establishing itself as a major global hub for Islamic finance and the halal economy. This strategy increases Islamic banking and finance’s legal and Shari’ah certainty, fosters the industry’s expansion within a legal framework, and increases its competitiveness and long-term growth.

“The UAE Islamic Finance and Halal Industry Strategy 2025 – 2031” was authorized by the UAE Cabinet in May 2025 with the goal of diversifying the economy by seizing international growth prospects in these industries. In order to include Islamic finance and the halal industry into the UAE’s economic agenda, the CBUAE is essential in coordinating efforts with national and local organizations. In order to establish the UAE as a global centre for Islamic finance and the Halal industry at the forefront of impact and cutting-edge innovation, the strategy aims to raise local Islamic finance assets to Dhs 2.56 trillion by 2031.

Additionally, it seeks to seize opportunities in international Islamic markets by building a strong ecosystem that produces high-value halal industry products, facilitates international Islamic financial transactions, investments, and trade of halal products, and improves social and environmental impacts for sustainable development. The strategic goals of the plan are to strengthen local production and re-export of Halal industry products, increase the role of Islamic philanthropy in promoting highly successful sustainable development, and boost the competitiveness of the Islamic finance sector on a global scale.
