In negotiations mediated by the United States, which provided Moscow with the first tangible incentive to reduce pressure on agricultural exports, Russia and Ukraine agreed Tuesday to stop military strikes in the Black Sea and on oil sites.

US diplomats shuttled separately between Russian and Ukrainian delegations over three days in the Saudi capital of Riyadh, as President Donald Trump pushed for a swift end to the war that has claimed tens of thousands of lives.

Each nation “agreed to ensure safe navigation, eliminate the use of force, and prevent the use of commercial vessels for military purposes in the Black Sea,” according to comments released by the White House in simultaneously.

Additionally, the United States stated that it will seek to implement a ban on strikes against energy infrastructure in both nations. Meanwhile, the Kremlin stated that the removal of limitations on its agriculture sector was necessary for the deal to stop strikes on the Black Sea to take effect.

It is too soon to know whether the accords will be successful, but Ukrainian President Volodymyr Zelensky, who has resorted to diplomacy in response to intense pressure from Trump, including a temporary halt on US funding and intelligence sharing, said they were “the right steps. No one can accuse Ukraine of not moving towards sustainable peace after this,” Zelensky stated during a Kyiv press conference.
