On September 21, 2026, on the fringes of the 81st Session of the United Nations General Assembly, the foreign ministers of the Arab Republic of Egypt, the State of Qatar, the Hashemite Kingdom of Jordan, the United Arab Emirates, the Republic of Indonesia, the Islamic Republic of Pakistan, the Republic of Turkey, and the Kingdom of Saudi Arabia convened in New York. The Ministers express grave concern over the ongoing humanitarian suffering in Gaza and urge Israel to promptly fulfilll its unfulfilled obligations under the First Phase of the Comprehensive Plan, including by facilitating the rehabilitation of vital infrastructure and guaranteeing the prompt, safe, and unhindered delivery of humanitarian aid and Early Recovery supplies. They emphasise how crucial it is to maintain the ceasefire and put an end to any infractions.
The Ministers emphasise that the Road Map is an essential component of the Comprehensive Plan and offers the framework for carrying out its Second Phase, which includes decommissioning in conjunction with complete Israeli withdrawal, the deployment of the International Stabilisation Force (ISF), the National Committee for the Administration of Gaza (NCAG) taking over its responsibilities throughout the Gaza Strip, and the start of early recovery and reconstruction throughout Gaza. They urge everyone to fulfilll their obligations promptly and in good faith. The Ministers reaffirm their unwavering opposition to any actions intended to drive the Palestinian people from their homes or to change the demographic or territorial makeup of the Occupied Palestinian Territory.
In this context, they condemn and demand an immediate reversal of the illegal actions taken to strengthen Israeli control and annexation, such as the rapid growth of settlements, land confiscation, demolition of Palestinian homes, settler violence and terrorism, and forced relocation. They voice serious concerns about actions that threaten the legal and historical status quo of Jerusalem’s Christian and Muslim sacred places.
