The Ministry of Hajj and Umrah has highlighted the need for getting an official permit to conduct the Hajj pilgrimage for the 1446 AH season to organise the execution of the rites and ensure the pilgrims’ safety and security. This falls within the context of carrying out the rules and guidelines that control Hajj activities and ensuring that the rites are conducted peacefully and easily.

The Ministry made it clear that anybody who disobeys Hajj regulations, especially those discovered trying to conduct Hajj without a permit, would face the appropriate punishments from the relevant authorities. The maximum penalties for violators will be 20,000 Saudi Riyals. Holders of all visitation visas will likewise be subject to the same punishment if they enter Makkah Al Mukarramah, attempt to enter it, or stay there between the first day of Dhu Al Qidah and the end of the fourteenth day of Dhu Al Hijjah.

Additionally, anyone who assists in obtaining visitation visas for people who undertake or attempt to conduct the Hajj without a permit, or who transport, shelter, or conceal them, may face fines of up to 100,000 Saudi Riyals.
