For the fourth consecutive year, the UAE has rated #1 in the Global Entrepreneurship Monitor (GEM) Report 2024/2025. According to the survey, the UAE was also named the best environment for entrepreneurship and small and medium-sized businesses out of 56 economies evaluated this year.
According to expert assessments of institutional frameworks that support the entrepreneurial environment, the UAE ranked first among high-income countries in 11 out of 13 important measures.
The UAE excelled globally in the following areas: entrepreneurial finance, ease of access to funding, government policies supporting entrepreneurship, government policies on taxes and bureaucracy, government entrepreneurship programs, entrepreneurship education at the school and post-school levels, research and development transfer, commercial and competent facilities ease of entering the market in terms of regulatory burdens, and cultural and social expectations related
Alia bint Abdullah Al Mazrouei, Minister of State for Entrepreneurship, stated that the success is the consequence of the UAE’s forward-thinking strategy, guided by smart leadership, to create an integrated entrepreneurship and SME ecosystem.
She noted that the UAE’s continuous recognition as the best environment for entrepreneurship and the leading startup destination in the world for the fourth year in a row reflects the country’s regional and international success.
