In the first half of 2026, the Ministry of Human Resources and Emiratization (MoHRE) found 377 examples of “Fake Emiratization” in 266 private sector businesses. Their field and digital surveillance activities led to this discovery. According to the Ministry, legal action is being taken against the enterprises for breaking pertinent rules and regulations. It underlined that these incidents are unique and do not represent a widespread pattern in the UAE labour market.

MoHRE is dedicated to combating any attempts to evade Emiratization regulations or illegally profit from government incentives intended to promote the employment of Emirati nationals. They affirmed that the measures implemented against these businesses comply with Cabinet Decision No. (43) of 2025 regarding administrative infractions and sanctions pertaining to the projects and programs of the Emirati Talent Competitiveness Council.

According to the Ministry of Human Resources and Emiratization (MoHRE), emiratization involves more than simply registering a UAE citizen in a private company. In order to help citizens develop their skills and abilities, the policy seeks to create a real and fruitful job connection with actual duties, responsibilities, and a career path. The Ministry cautioned that “Fake Emiratization” presents risks that go beyond breaking the law. Its detrimental effects include the distortion of labour market and Emiratization indicators, the waste of resources and incentives intended for real employment, the denial of genuine job opportunities and professional advancement to committed UAE citizens, and the disadvantage of compliant businesses that actually invest in hiring, training, and developing Emirati talent.

The Ministry stressed that developing a productive and long-lasting Emirati workforce in the private sector is the main goal of Emiratization policies and initiatives. This seeks to enable UAE people to actively participate in the growth and economics of the country, particularly in important areas. Taking on real employment and doing work that improves experience and productivity are necessary to achieve this.
