On Tuesday, children and families in Gaza scooped muddy water from their tents in an effort to protect the little possessions left after two years of fighting. Winter’s heavy rain has left displaced Palestinians sloshing in ankle-deep water, blaming both Israel and Hamas for the agony that continues despite a ceasefire.

All tents were destroyed,” said Assmaa Fayad of Deir Al Balah in central Gaza, whose shelter was devastated in Tuesday’s downpour. “Where are Hamas?” Where are the people to witness the rain and our children drowning?

Hazem Qassem, a Hamas spokeswoman, lashed out in a Telegram message, saying: “All the world’s efforts to alleviate the disaster have failed because of the Israeli siege. Aid agencies are concerned that the rainy winter will exacerbate the dire situation, which already includes persistent humanitarian supply shortages. They are working to reduce floods and restore infrastructure that has been destroyed by the conflict.

Almost all of Gaza’s roughly 2 million citizens were forced to flee their homes during the war. The majority have been living in tents or shelters, some erected over demolished homes, with no basic sanitation facilities. They use cesspits excavated near tents as toilets, which overflow after heavy rains.
