During the first quarter of 2025, the UAE maintained its improving performance in the global competitiveness competition, gaining advanced positions in a number of significant international and regional metrics and reports.
The accomplished achievements demonstrated the effectiveness and efficiency of the UAE’s comprehensive development strategy, as well as the leadership’s experience in managing government work based on efficiency, proactive planning, and readiness to deal with diverse changes and problems.
The UAE has been ranked number one in the world for the fourth consecutive year by the Global Entrepreneurship Monitor (GEM) report for 2024-2025, outperforming many established economies. The UAE was also named the world’s greatest destination for entrepreneurship and small and medium-sized firms (SMEs) out of 56 economies examined in this year’s report.
According to expert assessments, the UAE scored top among high-income countries in 11 of 13 key measures measuring institutional frameworks that foster entrepreneurship. The country outperformed globally in categories including funding for entrepreneurial initiatives, availability of fund access, government policies encouraging entrepreneurship, government-related tax and bureaucratic policies, government entrepreneurship programs.
Entrepreneurial finance, funding accessibility, government policies that encourage entrepreneurship, government policies on taxes and bureaucracy, government entrepreneurship programs, entrepreneurship education at the school and post-school levels, transfer of research and development, commercial and professional infrastructure, ease of market entry in terms of regulatory burdens, and social and cultural norms surrounding entrepreneurship were among the areas in which the UAE excelled internationally.
