On Wednesday, Indian security personnel in Kashmir conducted a significant manhunt, one day after terrorists killed 26 tourists in the bloodiest attack on civilians in the area since 2000. Prime Minister Narendra Modi condemned the “heinous act” and promised that the assailants “will be brought to justice” while interrupting a state visit to Saudi Arabia.
