Law No. (19) of 2024, which governs the issuance of law enforcement authority in the emirate of Dubai, was issued by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister, in his capacity as the ruler of Dubai.
The Law seeks to improve public-private partnerships in the management of public facilities in Dubai and to guarantee that those authorised to enforce the law do so appropriately. Additionally, it aims to give community members the authority to support government agencies and actively work to stop deeds or omissions that break Dubai’s legal code.
The Law’s provisions apply to personnel working for government agencies, for private businesses hired by government agencies, and for organisations authorised by law enforcement to oversee public spaces.
The Law goes into more detail about the requirements for giving employees the ability to enforce the law. It also delineates the obligations of individuals bestowed with this ability, as well as the protocols for detecting transgressions, redress channels, and the making of executive decrees.
The law specifies requirements, such as a minimum age of 30, for granting community members the ability to enforce the law; however, senior government officials may make exceptions when needed.
