His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates, issued Decree No. (49) of 2024 governing the nomination of Dubai Government employees as members of the judicial authority in Dubai while serving as the Ruler of Dubai.
The Decree protects employees’ legal status, rights, and financial benefits while they are receiving training at the Dubai Judicial Institute in an effort to draw top talent from within the country for positions in Dubai’s judicial authorities.
The Judicial and Legal Studies Programme for judges and the Diploma in Legal and Judicial Sciences for Public Prosecutors are two of the programs offered by the Institute. The Decree also guarantees that staff members can continue to work for their respective government agencies while receiving training at the school.
This Decree’s provisions apply to qualified civilian and military workers employed by government organisations subject to human resources laws, such as Law No. (6) of 2012, which handles local military personnel’s HR management, and Law No. (8) of 2018, which handles Dubai Government’s HR management.
The terms of this Decree do not apply to CEOs, who Law No covers. (8) of 2021, or Directors General, governed by Law No. (8) of 2013.
According to the human resources norms of their government agency, the Decree specifies the rights of employees throughout their training time. These rights include earning their entire monthly income, exclusive of any allowances or other bonuses.
