According to the CFA Institute and Marsh (formerly Mercer) 2026 Global Pension Index, the UAE has made progress. The UAE’s overall score increased from 64.9 in 2025 to 70.0 in 2026, moving it up from a C+ to a B grade among the retirement-income systems evaluated. The robustness of pension benefits and protections for insured members is demonstrated by the UAE system’s A grade in the adequacy and integrity areas. The Index evaluates retirement systems based on a variety of economic, social, and demographic aspects in addition to three primary pillars: adequacy, sustainability, and integrity.
According to the General Pension and Social Security Authority (GPSSA), the Index offers a crucial global standard that supports the ongoing advancement of the retirement-income system in the United Arab Emirates. In order to safeguard the rights of insured members and retirees today while maintaining the system’s capacity to serve future generations, GPSSA stated that bolstering the system’s sustainability is a continuous national obligation.
The pension system has experienced a number of administrative and legislative changes in recent years. These include the release of Federal Decree-Law No. 57 of 2023 on Social Security and Pensions, the ongoing advancement of digital services, and initiatives to improve early retirement planning and financial literacy. Through a number of programs, such as the Wafra program, which encourages financial literacy, the Balanced Step program, which offers financial guidance, Pension Advisory Services, and the digital services accessible through GPSSA’s Ma’ashi platform, the organization helps citizens get ready for their financial future.
