The UAE government has amended a Federal Decree-Law on Combating Narcotic Drugs and Psychotropic Substances. The reforms are a part of the UAE’s continuous efforts to improve the country’s framework for fighting drugs in accordance with the strictest security, health, and regulatory standards while also strengthening community protection, upholding justice, and protecting rights.

Under the modifications, the references to the Ministry of Health and Safety and the Minister of Health and Prevention in the original law have been substituted with the Emirates Drug Establishment and its Chairperson, establishing the corporation as the body that is responsible for the regulation of medical products in the country.

The National Anti-Narcotics Authority is used in place of references to the Ministry of Interior because of its crucial role in spearheading national initiatives to fight drug-related crimes. By allowing federal health authorities and private healthcare facilities to set up specialized units for the treatment and rehabilitation of people addicted to narcotic drugs and psychotropic substances, the amendments also increase the capacity of the health sector.

The UAE Cabinet will publish the specific rules governing these units. In order to contribute to a comprehensive national system for treatment and rehabilitation, local authorities may create such units within their respective domains.
