Technology Resource Group (TRG), a US-based data center solutions provider, has ranked the United Arab Emirates as the second-best country in the world for artificial intelligence (AI) in 2025.

Only the United States topped the regional rankings, with the United Arab Emirates outperforming technologically advanced countries like South Korea, China, the United Kingdom, and Germany.

National AI super-computing power, AI company activity, and government preparedness for AI integration were the main topics of the Texas-based TRG’s report. The government’s AI readiness index, the number of AI companies in each nation, and information on the AI workforce were also included.

In order to determine which nations would dominate AI by 2025, the study evaluated the distribution of AI capabilities across the globe. With 39.7H100-equivalent megabytes of total AI computing power—a standardized metric based on NVIDIA’s H100 chip, which is now the industry standard for high-performance AI processing—the United States topped the list.

With 19.8 thousand megawatts of power, the US also has the largest power capacity, demonstrating its strong infrastructure for AI research. With a total processing capacity of 23.1H100-equivalent megabytes, more than 188,000 AI chips, and a power capacity of 6.4 thousand megawatts, the UAE took second place in the world.
