In his capacity as Ruler of Dubai, His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister, enacted Law No. (6) of 2026 on infractions, penalties, and administrative measures in Dubai.
The Law also aims to support the delivery of timely justice by regulating the imposition of administrative penalties and measures to prevent abuse or misuse of authority, raising awareness of the importance of legislative compliance in Dubai, and increasing deterrence against acts that endanger safety and security.
In addition, the Law establishes procedures for defining administrative infractions. Each breach must be established in law issued by the appropriate government and properly described so that persons understand their responsibilities. Violations are classed as mild, moderate, or serious to determine the appropriate administrative penalty.
Furthermore, the law establishes guidelines for administrative measures to ensure proportionality, fairness, and transparency. Each measure must be specified in legislation by the responsible authority and related to a specific administrative offence.
The measure’s severity is determined by the seriousness of the infringement, its impact on public services and the public interest, aggravating or mitigating elements such as repeat, intent, negligence, and harm caused, as well as any early corrective efforts performed by the offender.
