Having worked in classification, certification, and compliance among other fields, Yulia has extensive experience and a wealth of knowledge on the impacting elements which are technology, sustainability, and regulation.

We started the session by asking, “How did you get started, and what led you to where you are today?”
Yulia Khotkovskaya shared, “My career began in 1999 with facilitating cultural exchange and event programs between Russia and China, which strengthened my linguistic skills and ability to bridge communication gaps. Over the years, I’ve gained significant expertise across various sectors, especially the Oil and Gas and Maritime industries, focusing on oil product loading infrastructures and pipeline integrity management. Transitioning to the maritime industry, I honed my knowledge of classification, quality management, and maritime regulations through work with a Classification Society.
In addition to industry-specific expertise, I have developed a well-rounded understanding of business operations, including international investment, project management, logistics, tendering, and marketing. My entrepreneurial mindset and ability to collaborate with international teams have enabled me to solve technical and communication challenges effectively.
Joining INTLREG marked a pivotal point in my career, aligning with my passion for international trade, shipping, and related quality standards. Through my role, I support the maritime sector by fostering strong networks and delivering high-quality solutions. My personable nature, communication skills, and leadership drive have allowed me to excel in this dynamic and global environment. We further asked, How has your fluency in Chinese strengthened your impact in the maritime and oil and gas industries?
Yulia Khotkovskaya replied, “My fluency in Chinese is a critical asset in the maritime and oil and gas industries, particularly given China’s prominence as a global leader in these sectors. Such language skills enable seamless communication with Chinese shipyards, the Chinese government Authorities, and industry stakeholders, fostering stronger partnerships and facilitating complex negotiations. It also supports effective navigation of regulatory frameworks, such as those outlined by the China Maritime Safety Administration. Additionally, this linguistic proficiency enhances local Chinese marketing efforts, allowing INTLREG to present services to Chinese clients, engage in technical discussions with local surveyors, and build trust in a market where cultural and linguistic understanding is vital.”

Yulia Khotkovskaya responded, “As a department leader, I know challenges are inevitable, but overcoming them is crucial to growth and success. Some notable challenges and how I addressed them include managing a process involving multicultural and cross-functional teams is initially challenging due to differences in time, work styles, and communication barriers. I foster inclusivity by encouraging open dialogue and ensuring everyone feels valued and heard.
Moreover, as a mother of two, I’ve mastered balancing strategic and operational duties with family responsibilities through effective time management, practical planning, and delegation. In resource-constrained environments, I’ve developed innovative solutions by streamlining processes, optimizing budgets, and fostering partnerships to achieve departmental goals efficiently. With a problem-solver mindset, I view challenges as valuable opportunities for growth and learning, leveraging my skills to overcome obstacles and drive success. So, any challenge for me is a good valuable experience.”

Yulia Khotkovskaya shared, “Technology, especially AI, is poised to revolutionize the oil, gas, and maritime industries by driving efficiency, sustainability, and innovation. In oil and gas, AI enhances exploration accuracy, predicts maintenance needs, and optimizes production through advanced analytics, reducing operational costs. In maritime, AI transforms navigation, fuel optimization, and autonomous shipping, promoting greener and safer practices.
Together, these industries benefit from AI-driven logistics, enabling smoother integration of supply chains and efficient energy transport. Collaboration between these sectors in adopting AI fosters a future of reduced emissions, enhanced safety, and streamlined global operations.

“The oil and gas industry is embracing a more sustainable future through decarbonization, renewable energy integration, and digital innovation. Carbon capture and hydrogen technologies are transforming operations while emerging market energy demands and geopolitical shifts require adaptability.
The maritime industry is similarly evolving, focusing on green technologies, AI, and automation. Adopting alternative fuels, improving energy efficiency, and leveraging digital tools like blockchain will enhance transparency and operational effectiveness. Collaboration among stakeholders in both sectors will be pivotal in driving innovation and achieving sustainability in rapidly changing global markets.” Yulia Khotkovskaya added.

Addressing the beginners, we asked, “What advice would you give to aspiring entrepreneurs or leaders looking to make an impact in your industry?”
Yulia Khotkovskaya shared, “Aspiring entrepreneurs or leaders in the oil, gas, and maritime industries should focus on adaptability, innovation, and sustainability to make a meaningful impact. To succeed in this field, leaders need to gain a deep understanding of global energy transitions and shipping trends, including the shift toward renewable energy, decarbonization, and digitalization. Leveraging AI, blockchain, and IoT for efficient operations, predictive maintenance, and enhanced logistics is also paramount.
Sustainability is a must, which entails going for green technology, alternative sources of fuel, and energy-efficient means. Moreover, fosters collaborations with stakeholders across industries, including regulators, clients, and technology providers. Also, cultivate a skilled team, encourage continuous learning, and drive innovation to stay ahead of market demands. We ended the session by asking, “How do you maintain a work-life balance while managing a business?”
“Maintaining a work-life balance while managing a department requires disciplined time management and prioritization. I make it a priority to allocate specific time for personal well-being, family, and work responsibilities. For instance, I ensure I go to the gym at least three times a week, which helps me stay energized and focused.
I also dedicate 30 minutes daily to reading, which fosters personal growth and mental relaxation. Weekends are reserved for quality time with my children, balancing their school and extracurricular activities with meaningful family interactions. These routines, coupled with clear planning and delegation at work, enable me to maintain balance effectively.” Yulia Khotkovskaya concluded.
