As he announced a package of development projects totaling about $1 billion in Manipur state, the site of two years of deadly ethnic strife, Indian Prime Minister Narendra Modi made a plea for peace on Saturday. Conflicts between Kuki tribes and Manipur’s Meitei minority began in May 2023 over job quotas and economic benefits, resulting in about 60,000 displaced persons and over 260 fatalities.

Modi has come under fire for his government’s inability to maintain security and order in Manipur. He spoke with displaced members of both communities during his first trip to the northeastern state since the unrest started.

Manipur is a place of aspiration and optimism. Speaking to people in the Churachandpur hills, which Kuki controls, he observed, “Unfortunately, violence has cast its shadow on this beautiful region. To achieve their goals and ensure their children’s future, I implore all organizations to choose the path of peace,” he stated.

During his tour to Imphal and Churachandpur, Modi officially opened road infrastructure, indoor stadiums, and women’s hostels—projects totaling $963 million. He claimed that every attempt was being made by the government to bring about peace. Speaking at Imphal, a city with a Meitei majority, Modi also declared that the government was funding the building of 7,000 new homes for conflict-displaced families.
