According to data released by the Japanese Ministry of Economy, Trade, and Industry’s Agency of Natural Resources and Energy, Japan imported slightly more than 31 million barrels of crude oil from the United Arab Emirates in June 2025, making up 52.1% of total imports. This was a record percentage for crude oil imports from the UAE.

For the first time in around three years, Japan made a surprising revelation about importing crude oil from Russia, but it was just approximately 600,000 barrels, or 1% of overall imports. In June, Japan imported 19.65 million barrels of Saudi oil, or one-third, or 33 percent, of the total.

Arab nations continue to play a crucial strategic role in Japan’s energy security. Five Arab countries the United Arab Emirates, Saudi Arabia, Kuwait, Qatar, and Sudan—as well as the Neutral Zone made the largest contribution. According to the report, no oil was imported from Oman for the second consecutive month. Japan bought 59.6 million barrels of oil in June, with 97.7 percent, or 58.2 million barrels, coming from the Arab world.

In addition to the Neutral Zone between Saudi Arabia and Kuwait, which supplied 0.7 percent of Japan’s total imports, Kuwait and Qatar each contributed 3.58 million barrels (6 percent) and 3.4 million barrels (5.8%). As an Arabic source from Africa, Sudan contributed 0.5%.
